President Donald Trump announced on Monday that he will pay $1 million to individuals who report voter fraud in the upcoming midterms or in previous elections. The reward is contingent on the arrest and conviction of the people responsible for the fraud, according to a post on Truth Social. A White House spokesperson directed media inquiries to the post without providing additional details on how the funds will be sourced.

The payout creates a direct financial incentive for citizens to identify and prove irregularities in the voting process. Trump has long maintained that widespread voter fraud cost him the 2020 presidential election. His administration has recently directed significant resources toward reviewing state voter rolls for noncitizens. The Justice Department sued California officials to separate mail ballots sent to potential noncitizens. The department also filed a lawsuit in Alaska at the president's request to block the certification of Senate race results if Republican Senator Dan Sullivan loses.

Historical data suggests that voter fraud occurs at a low rate. The Heritage Foundation, a conservative research group, has tracked more than 1,600 incidents of voter fraud over a 40-year period. This number represents a small fraction of the total votes cast during that span. Common instances include voting for recently deceased relatives or providing false information on mail-in ballot applications. These errors are typically identified and corrected during the election count.

The $1 million offer follows the launch of a $25 million government fraud whistleblower program earlier this month. Trump told reporters that he would personally decide which whistleblowers are worthy of the prize. The president has also pledged $5,000 payments to Americans if the Republican Party retains control of Congress in the midterms. He has not clarified the funding source for these payments either.

Courts have recently blocked several administrative changes proposed by the White House. These changes included sweeping alterations to mail voting rules and a requirement for documentary proof of citizenship for voters. The new reward program adds a monetary layer to the administration's strategy to influence the integrity of the upcoming elections.

The offer targets both future and past electoral processes. Trump did not specify a deadline for submitting claims. The payment structure requires a final legal conviction, meaning the funds will not be released upon an arrest or an indictment alone. The administration has not established a formal office or hotline for these specific claims.
