The UK benefit system includes a specific administrative rule that has generated substantial debt for unpaid caregivers. Chancellor John Healey plans to abolish this rule in the budget delivered to Parliament on Wednesday.

Under the current cliff-edge provision, a carer earning more than the weekly limit of £204 forfeits the entire week’s allowance of £86.45. A carer who exceeded the limit by one penny over a 52-week period would owe £4,495.40 in repayment. The Department for Work and Pensions was aware of these breaches but did not issue warnings, relying on carers to self-report changes.

An independent review commissioned by the government found that approximately 180,000 carers accumulated overpayment debts totaling £300 million between 2019 and 2025. The review, led by disability rights expert Liz Sayce, concluded that systemic design flaws and administrative failures caused widespread financial hardship. In one documented case, a carer was penalized £2,000 after earning 15p a week above the limit due to a national minimum wage increase, despite her working hours remaining constant.

Healey will introduce a digital taper system that reduces the allowance by £1 for every additional £1 earned above the earnings threshold. This change ensures that carers are not financially worse off for working additional hours or receiving pay raises. The new system will not be fully implemented before the end of the decade due to technical development requirements.

The announcement is one of five everyday fixes outlined ahead of the budget. Healey’s fiscal position is constrained by global events, including the conflict in Iran, which limits room for major tax or spending changes. Treasury officials expect the budget to remain focused on immediate adjustments rather than long-term structural reforms.

Work and Pensions Secretary Pat McFadden stated the government intends to end the rule that leaves carers financially worse off for taking on extra hours. Carers UK director of policy Emily Holzhausen said the taper gives families more choice regarding work and care. Kirsty McHugh, chief executive of Carers Trust, described the move as a long-overdue reform that should serve as a starting point for deeper changes to the benefit.

Healey also plans to raise the minimum wage by approximately 4% to £13.20 an hour. The budget will extend parental support to 150,000 new parents, including self-employed fathers, with benefits worth up to £194 a week. Additional measures include removing import tariffs on over 100 products and installing 1,000 Post Office parcel drop boxes nationwide.
